Best All Purpose Over/Under Shotguns of 2025

When we say Best of 2025, we’re not just talking about shotguns reviewed this year. This list represents the culmination of five years of over/under shotgun reviews, and every firearm mentioned here is one we’ve personally shot and spent time with.
All-purpose over/under shotguns are about versatility. These are guns that can handle upland hunting, casual clay shooting, and everything in between without being overly specialized. We’ve broken this list into categories:
- Best on a Budget
- Best Value
- Best Overall: Reasonable-Tier, Mid-Tier, and Elite-Tier

BEST ON A BUDGET
If money is tight but you still want an over/under shotgun, there are a few realistic options — with some important caveats.
🏆 Winner: Mossberg Silver Reserve — $855

The Mossberg Silver Reserve earns the top spot in the budget category. In our experience, it has held up well for light to moderate use. Like many shotguns in this price range, it features an aluminum receiver and isn’t built for tens of thousands of rounds — but if you’re an occasional shooter who wants an over/under, it’s a solid choice.
🥈 Runner-Up: Pointer Acrius — $499
At this price point, expectations have to be realistic. The Pointer Acrius is incredibly affordable, and while you shouldn’t expect it to hold up to moderate-volume shooting, we did enjoy shooting with it. For someone doing a couple of upland hunts a year or very light use, it can make sense.
🥈 Runner-Up: Tristar Setter S/T — $655
The Tristar Setter S/T is another very budget-friendly option that surprised us in a good way. It’s a decent-looking shotgun, reasonably priced, and enjoyable to shoot without breaking the bank.
BEST VALUE
This category is all about value — balancing price with quality and performance.
🏆 Winner: Weatherby Orion Matte Blue— $1,099

At around $1,000, the Weatherby Orion Matte Blue is hard to beat. It’s not going to win beauty contests, and recoil is a bit more noticeable than we prefer, but the handling is solid and the overall quality exceeded expectations for the price.
🥈 Runner-Up: BR110 Sporter — $3,195
The BR110 Sporter packs a lot of quality into a reasonably priced package. While the specific model we reviewed had additional features that drove the price up, the Sporter configuration offers excellent performance without paying for extras you may not need.
BEST OVERALL: REASONABLE-TIER
Once you move into the higher end of the “reasonable” price range, versatility and refinement become much more noticeable.
🏆 Winner: Fabarm Elos 2 Elite — $4,575

The Fabarm Elos 2 Elite stood out immediately. Designed for upland hunting, it transitions beautifully to clay shooting. It’s a great-handling, well-balanced shotgun that feels equally at home in the field or on the range. At this price point, it delivers excellent value and versatility.
🥈 Runner-Up: 828 U Steel Field — $4,199
The 828 U Steel Field was a big improvement over earlier versions we handled. While recoil was an issue in the original, the steel version felt much better and came in under the $5,000 mark. It’s a strong general-purpose over/under that works well across multiple shooting disciplines.
BEST OVERALL: MID-TIER
🏆 Winner: Zoli Expedition EL — $7,800

The Zoli Expedition EL pushes into the mid-tier category. Built with upland hunting in mind, it adapts extremely well to clay shooting. This is where craftsmanship, balance, and refinement start to take a noticeable step up.
BEST OVERALL: ELITE-TIER
🏆 Winner: Perazzi High Tech — $17,000

For shooters looking at the elite end of the spectrum, the Perazzi High Tech stands out. The Boss-style locking system, fit and finish, and overall build quality are exactly what you’d expect at this level. These shotguns are expensive — and you feel it — but if budget isn’t a concern, they’re absolutely worth considering.
We’ll be honest: we haven’t reviewed many shotguns in this price tier yet, so our list here is limited. If there are other elite-level over/unders we should review, let us know.
FINAL THOUGHTS
Finding the right all-purpose over/under shotgun comes down to how much you shoot and where you shoot.
If you’re on a tight budget, the Mossberg Silver Reserve is a practical option. For pure value, the Weatherby Orion Matte Blue punches well above its price. If you want a refined, do-everything shotgun without entering elite pricing, the Fabarm Elos 2 Elite stands out as our favorite overall choice.
